Reproduction Steps:
1. Power o the Chromebook
2. Press ctrl+alt+z and you will hear the earcon to indicate that ChromeVox is turned on.
3. Press tab to navigate through the log-in screen and take note of what is read or lack of speech
Expected result?: Items should be read out as navigated through.
Observed behavior?: No speech on the log-in screen but, Chromevox starts talking once logged-in.
Additional information:
This is only observed on certain Chromebooks. We have multiple dogfood devices in teh team we have observed this behavior on. We were able to reproduce it on these devices whether it was on beta Channel or dev channel.
Channel versions we observed this behavior on:
Chrome OS: 71.0.3578..27 (Official Build) beta (64 -bit)
Chrome OS: 72.0.3609.3 (Official Build) dev (64 -bit)
