Shutdown chromeos.release waterfall.

The chromeos.release waterfall is no longer needed, and should be shut down. All associated GCE bots should be reinstanced as swarming build bots.

This means that R65 builds will no longer be available for Lakitu, but LTS support for that branch was set to expire on November 20th.

master.chromeos.release: Mark readonly.

Mark the master.chromeos.release bucket read only, since the waterfall
is going away. This should allow us to keep reading information about
existing builds, while confirming that we don't create new ones.
