webgl_conformance_tests on Android have no logs from GPU process

Issue description

In the webgl_conformance_tests suite (maybe all telemetry test) on Android don't appear to be able to print logs from the GPU process.

An example build:

If the logs for webgl_conformance_tests are compared to Windows:
https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Win10%20FYI%20Debug%20%28NVIDIA%29/2152 there is lots of useful debug spew.

In some gtest based targets, a logcat link is provided but I don't see it for telemetry tests.

What can we do to get these logs in the test output?  It is making it very difficult to debug issues I'm seeing on the bots but cannot reproduce locally.

John, Ned, Juan: could one of you please help? I assume we need to surface adb logcat links but don't know how this would work for Telemetry or isolated script tests.

John, can I ask you for initial pointers please?
