Click on a select inside a parent in position sticky cause scroll to top content.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. scroll the page until sticky element will stick on top
2. click on select

What is the expected behavior?
Open the select without scroll the page

What went wrong?
The page scroll on focus

Did this work before? N/A 

Chrome version: 70.0.3538.110  Channel: stable
OS Version: 10.0

Duplicate of  bug 850380  fixed in Chrome 71 (stable in December).
