[Fuchsia] Tests failing due to missing blobs

Issue description

Some recent runs on the Chromium waterfall have flaked seemingly due to missing blobs, e.g. in https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/Fuchsia%20x64/24381 we see ipc_tests and mojo_unittests fail with:

The CLs included in that run don't appear to include anything specific to Mojo (which both of those suites depend on), but do include a change to //base.

fdegans: Sounds like you've been observing the same issue, and this seems to be bug in the blobfs - can you file a bug up-stream and provide the bug # here?

This is an issue in pkgfs in Fuchsia, a fix is currently in code review here:
https://fuchsia-review.googlesource.com/c/garnet/+/229314
Status: Fixed (was: Assigned)
The fix was submitted and made it to our SDK. This specific issue doesn't seem to be happening anymore.
