What is the expected result?
Both <input>s should have the value "table-header-group".

What happens instead?
Both <input>s have the value "inline-block".

FYI, the spec says:
https://drafts.csswg.org/css-display/#inlinify
"Inlinification has no effect on layout-internal boxes."

Edge and Firefox shows the correct results.
(Firefox currently has the wrong layout but we're fixing that in https://bugzilla.mozilla.org/show_bug.cgi?id=1506895)
