- Create a README.recipes.md in the recipes and recipe_modules with the relevant subset.
- Create a README.recipes.md in each of the leaf recipe or recipe module directory.

The main reason is that gitiles is fairly limited in the HTML IDs it creates, so we cannot deep link.
