partial transparency in images shows wrong coloured pixels

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
The following seems to be dependent on the display.  On my secondary monitor it works fine, but on my primary display there are display issues.  I also discovered I can force the issue on the secondary monitor if the window is mostly on the primary display and the smaller half is on the secondary (the opposite is true, I can force it to work properly on the primary if the window is mostly on the secondary).

I'm using Ubuntu 16.04 with a built in "Intel Corporation Sky Lake Integrated Graphics (rev 07)".

1. go to https://www.google.com/
2. observe the o's

What is the expected behavior?

What went wrong?
See the attachment for display result.  This issue started about a month ago.

Is it a problem with a plugin? No 

Did this work before? Yes not sure...  I think I noticed it started about 1 month ago

Does this work in other browsers? Yes
