OS: Windows 10 (Touch Device).

Steps to reproduce:
1. Launch chrome, Navigate to chrome://settings/appearance
2. Tap-touch 'Appearance' such that selection pin appears.
3. Now, Try to drag selection pin and select below contents using touch.
4. Observe.

Actual Result: Unable to select more contents using selection pin with touch.
Expected Result: Should be able to select contents using selection pin.

This is Regression Issue broken in M-66, and below is the per-revision bisect info.
Good Build: 66.0.3330.0 (Revision:531404)
Bad Build: 66.0.3331.0 (Revision:531794)

You are probably looking for a change made after 531787 (known good), but no later than 531788 (first known bad).

Note:
1. Issue is Win 10 (Touch Device) specific and is not seen on Win(7,8,8.1,10), Mac(10.13.1,10.13.6,10.14.2) and Linux(14.04 LTS) OS.
2. Issue is also seen on Stable #70.0.3538.110 Beta #71.0.3578.62 and Dev #72.0.3610.2 build.
