What steps will reproduce the problem?
1. Launch chrome, navigate to above URL and add "Qwant" extension.
2. Now go to chrome://settings/searchEngines page and press 'TAB' key until focus reaches on 'Disable' button.
3. Observe the blue focus ring.

Actual Result : Blue focus ring on 'Disable' button is seen chopped.

Expected Result : Blue focus ring on 'Disable' button should not be seen chopped.

This is a regression issue broken in M-68 and below is the bisect information:
Good Build : 68.0.3417.0 (Revision : 555218)
Bad Build : 68.0.3418.0 (Revision : 555651)
