What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen Connect to any Wi-Fi network 
(2)Now in EULA screen observe blink of link is seen at "http://www.chromium.org" at "Google Chrome OS Terms" 
(Please refer Video and Screenshot)

Expected:  "Google Chrome OS Terms" border Frame should be thick and clear
Actual: Instead  "Google Chrome OS Terms" border lines is very thin and not clear

This is Regression issue as same is working fine in M-70

Note : Issue is also seen on M-72
