Regression: Unwanted flickering is seen after clicking on 'single-player mode' option on Tic Tac Toe extension overlay

Issue descriptionChrome Version:72.0.3622.0 (Official Build) 74770d660797220710701b2c66ad38390ab86d43-refs/branch-heads/3622@{#1}(32/64 bit) OS: Win(7,8,8.1,10) and Linux(14.04 LTS)OS URL: https://chrome.google.com/webstore/detail/tic-tac-toe/jjdpdpackpoaaccjmnkmgloibjgpklmm What steps will reproduce the problem? 1.Launch chrome ,navigate to above URL and install extension. 2.Now click on extension icon on omnibox and click on 'Single-player mode' option. 3.Observe. Actual : Unwanted flickering is seen after clicking on 'single-player mode' option on Tic Tac Toe extension overlay Expected: Flickering should not be seen after clicking on 'single-player mode' option on Tic Tac Toe extension overlay This is a Regression issue seen from 'M-70' and providing the bisect info below: Good Build: 70.0.3501.0 (Revision: 577394) Bad Build: 70.0.3503.0 (Revision: 578159) You are probably looking for a change made after 608561 (known good), but no later than 608562 (first known bad). To the reporter - can you please clarify the "flickering" you're looking at? In the videos, I can't see anything. I tried the extension locally on a Linux system, and clicking the Single Player Mode button does cause what appears to be a repaint of the entire "board" and might be the "flickering" you are looking for. Like a quick white flash. However, I tried all the way back to Chrome 53.0.2769.0 and I can still see this flickering there. So either I'm looking at something different, or this behavior has been there for a long time. Can you please confirm/clarify?

With respect to comment#3, Rechecked the above issue using latest canary build#72.0.3624.0 ,issue is reproducible on Win(7,8,8.1,10) and not seen on Linux(14.04 LTS) and Mac(10.13.1 , 10.13.6 , 10.14.2) OS. After clicking on 'Single-player mode' option slight movement of extension overlay is seen and such movement is not seen after clicking on 'Muitiple-player mode' option Please find below attached screencast for reference. Re #2, that patch only affects Mac -- this bug is for Linux and Windows.

This is not a P1 issue because the page still functions fine and the impact is minimal. Does it happen with any other extension at all? If not, what does this extension do when you click "Single Player Mode"?

With respect to comment#6, Issue is seen only for this extension i.e Tic-Tac-Toe and not for any other extension. When user click on 'Single player mode' it navigate to 'Single player mode' window on overlay.
