What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and press 'Ctrl + P' to open print preview
2. Press 'Tab' key to bring focus on 'More settings' arrow icon.
3. Now continuously press 'Enter' key and at the same time press 'Tab' key (refer screen cast)
4. Now press 'Enter' key and observe
 
Actual: Unnecessary 'Save' action is performed even when focus is not seen on 'Save' button on pressing 'Enter' key
Expected: 'Save' action shouldn't be performed when focus is not seen on 'Save' button on pressing 'Enter' key

This is regression issue, broken in ‘M 71’ and below is the bisect info :
Good build: 71.0.3569.0  (Revision: 596016).
Bad build: 71.0.3570.0 (Revision: 596428).

You are probably looking for a change made after 596331 (known good), but no later than 596332 (first known bad).
