What steps will reproduce the problem?
1. Reset Thinkpad 13 Chromebook (Lenovo Part Number 20GM-S02M1U) with US keyboard (we have ~20 of these, and all have the same issue)
2. Setup defaults to English UK with UK keyboard

What is the expected result?
Default keyboard layout should match the physical layout of device

What happens instead of that?
Default keyboard layout (UK) does not match the physical layout (US)
