Non-Regression: Tooltip is not vanishing while tabbing in chrome://settings/manageAccessibility/tts

Issue description

Chrome Version: 71.0.3578.71/11151.45.0  beta-channel Kip, Daisy & Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign into user >>Navigate to chrome://settings/manageAccessibility/tts
(2)Hover on Volume Slider knob and observe tooltip 
(3)Now start tabbing and observe the tooltip is not vanishing and when focus is on Rate/Pitch slider knob 2 tooltips are seen

Actual: Tooltip is not vanishing while tabbing in chrome://settings/manageAccessibility/tts
Expected: Tooltip should vanish while tabbing

This is a Non-Regression issue seen from M69

NOTE: Issue is also seen in M70 and M72

I can reproduce this in M72. It looks like if the mouse cursor is over a slider the tooltip remains enabled even if the focus is on a different element. +some settings people, since this slider is used in multiple parts of the settings page.

This is expected behavior. The label is shown on mouse hover or when the slider has focus. It is possible to hover over a slider when a different slider has focus.

What if the actions were taken in a different order? First focus on a slider. Then hover over another slider. Where should the labels appear? Should we maintain that only one label is visible at a time? In this case would the slider that has focus hide its label when the other slider label is shown due to the hover?

That would require coordination between the controls, which is possible. I do not see a clear requirement here. Marking as won't fix until the requirements are established.
