Steps to reproduce:
1. Launch chrome, navigate to above URL and try to install the extension.
2. Observe

Actual Result: Unable to install above extension on Windows OS.
Expected Result: Should be able to install the extension.

This is Non-regression issue seen from M-60 build #60.0.3072.0

Note:
1. Issue is not seen on Linux(14.04 LTS) and Mac(10.13.1, 10.13.6, 10.14.2) OS.
2. Issue is also seen on Stable #70.0.3538.110 Beta #71.0.3578.62 and Dev #72.0.3610.2 build.
