What steps will reproduce the problem?
(1)Open Guest browser,go to any site(For Ex: click 'Learn More' in Guest page)
(2)Press and hold the backpage arrow at tab strip to get "Show full history"
(3)click "Show full history" and observe

Actual: NTP opens when we click to show full history in Guest
Expected: Instead,"History is not available to Guest users" should be seen

This is a Non-Regression issue seen from M-62
