Regression : Overlapping of Traffic lights of browser is seen with NTP tab strip.

Issue descriptionChrome Version : 72.0.3622.0 (Official Build) Revision 74770d660797220710701b2c66ad38390ab86d43-refs/branch-heads/3622@{#1}(32/64-bit) OS : Mac(10.13.6, 10.13.1, 10.14.2) Steps to reproduce: 1. Launch chrome, navigate to NTP and click on 'Customize and control Google Chrome' and open Wrench menu. 2. Click on Full-screen icon to enter browser in full screen mode. 3. Again click on Full-screen icon to exit full screen mode and immediately observe Traffic lights of browser Actual Result: Overlapping of Traffic lights of browser is seen with NTP tab strip Expected Result: Overlapping of Traffic lights of browser should not be seen with NTP tab strip This is a regression issue broken in M-69 and below is the bisect information: Good Build : 69.0.3494.0 (Revision : 575514) Bad Build : 69.0.3495.0 (Revision : 575926) You are probably looking for a change made after 575689 (known good), but no later than 575690 (first known bad).
