OS: Windows(7, 8, 8.1, 10).

What steps will reproduce the problem?
1. Launch Chrome, change browser language to Hindi from chrome://settings/languages and relaunch the Chrome.
2. Set Font size to 'Very large' from chrome://settings/appearance and give print command on any webpage.
3. Now increase the 'Copies' range to 2 so that Hindi name of 'Collate' will appear and observe. 

Actual: Text "सेट" appears to be chhoped and Hindi name of Collate (सेट में प्रिंट करें) is not seen properly.
Expected: Hindi name of Collate (सेट में प्रिंट करें) should seen properly.

This is a regression issue, broken in M-71 series, below is manual regression range:

Good build: 71.0.3559.0 (Revision: 593400)
Bad build: 71.0.3560.0 (Revision: 593538)

You are probably looking for a change made after 593402 (known good), but no later than 593403 (first known bad).

1. This issue is not seen on Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS) OS.
2. This issue is also reproducible on Beta #71.0.3578.62 & Dev #72.0.3610.2
