[Internal]: Scrolling does not slide

Steps to Reproduce
1. Open a page with scrolling. Its usually chrome browser but I also saw after tapping in a notification from Google Pay. 
2. Scroll up and down on the page

Expected Results
Scrolling is smooth and "slides" 

Observed Results
Scrolling its choppy. It stops as soon as finger is released.

Observations:

1. Issue is seen only on QP1A.181115.004 and QP1A.181113.004 builds.
2. Able to reproduce this issue on 72.0.3602.0 but issue is not seen on latest build 72.0.3622.0[Checked in both canary and equivalent dev build]
3. Able to reproduce this issue on Pixel 2 and Pixel 2XL when flashed to QP1A.181115.004/QP1A.181113.004.

As there are many issues reported marking this as RB-Stable and as we are able to reproduce this issue on reported version 72.0.3602.0, but not latest build marking as Untriaged for further investigation from dev team.

Seems like the issue is fixed in latest canary? Can we close this?

+sahel@ since this seems reminiscent of a recent fling bug and she may know definitively if this is fixed.
