OS:  Win(7,8,8.1,10) OS

Precondition: Enable 'Enable using the Google local NTP', 'New Tab Page Background Selection' and 'New Tab Page Custom Links' from 'chrome://flags'.

What steps will reproduce the problem?
1. Launch chrome and navigate to 'chrome://settings/languages'.
2. Change browser language to 'Tamil' and relaunch browser.
3. Noe open NTP and click on 'Gear' icon and observe.

Actual  : Overlapping of contents on 'Cutomize this page' overlay is seen on changing browser language.
Expected: Overlapping of contents on 'Cutomize this page' overlay should not be seen on changing browser language.

This is a non-regression issue, seen from M-69 series as 'Add shortcut' has introduced from build #69.0.3497.0

Note: Above issue is not seen on Linux(14.04 LTS) and Mac(10.13.1 , 10.13.6 , 10.14.2) and t does not support language translation.
