Regression:Dual focus is seen on 'chrome://settings/passwords' on pressing tab key.

Issue description

Chrome Version:72.0.3622.0 (Official Build) 74770d660797220710701b2c66ad38390ab86d43-refs/branch-heads/3622@{#1}(32/64 bit)

OS:  Win(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS)OS 

What steps will reproduce the problem?
1.Launch chrome and click on 'eye' icon.
2.Enter valid password and click on 'Ok' button.
3.Now press tab key until focus reaches to 'chrome chip' (i.e view site info icon) and observe.

Actual  : Dual focus is seen on 'chrome://settings/passwords' on pressing tab key.
Expected: Dual focus should not be seen on 'chrome://settings/passwords' on pressing tab key.

This is a Regression issue seen from 'M-72' and providing the bisect info below:
Good Build: 72.0.3511.0 (Revision: 608212)
Bad Build:  72.0.3512.0 (Revision: 608630)

You are probably looking for a change made after 608561 (known good), but no later than 608562 (first known bad).

This is fixed for me on ToT on Linux, although I don't see the system dialog that prompts for a password. It is possible that a fix for some related bugs, https://crrev.com/c/1351713, may have fixed this. Can you test again when that lands in Canary?
Update:

Rechecked the above issue on Win(7,8,8.1,10) ,Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS)OS using latest canary build #72.0.3625.0 and issue is not reproducible. Dual focus is not seen on  pressing tab key.
