bluetooth: EIR property never changes or becomes valid for LE devices.

Issue description

What steps will reproduce the problem?
(1) Get a LE device e.g. a heart rate monitor
(2) Scan for LE devices e.g. through https://googlechrome.github.io/samples/web-bluetooth/reset-energy.html

What is the expected result?
BlueZ should emits a signal for EIR and also make it valid

What happens instead?
BlueZ never makes the EIR property valid or send a signal that it changed.

I think this is a P1. We use it to dispatch the DeviceAdvertisementReceived event which Arc++ uses to notify of LE devices[1]. If the property is never valid then Arc++ never gets notified of LE devices.

Looked into this a bit more. Seems like I had an old image that didn't include the patch on the bluez side.

khorimoto: could you flash your device with a new test image and try your patch again? I'm using R72-11244.0.0 on an Eve.
