Low latency origin trial broken in M70

Chrome Version       : 70.0.3538.110

What steps will reproduce the problem?
1. Add a token for this trial to a page.
2. Load it in Chrome M70

What is the expected result?
The feature should not be enabled, per Intent to Experiment timeline.

What happens instead of that?
The feature is enabled, but does not function correctly (since not all required changes had landed in M70).

If it's in M70, is there anything we can do at this point?

Apps launching with M72 should likely be okay, most folks should be on M71 by then.

there's very little we can do for this bug. Closing
