Issue description

Chrome Version: M70
OS: Chrome OS

Feature Request:

IGMP packets are currently unable to flow out and the NAT does not allow UDP packets to flow into the Android container

IGMP packets will not go through the NAT

We would like to enable IGMP packets to go through the NAT so an Android client can join a multicast server and reserve their app content within their Android app or to the native Chrome browser.
