We should have UMA/UKM to capture what users do when a page fails or seems to be failing to load. This will help inform UX designs and technical work to improve that experience. Here's a likely incomplete list of such actions that are not mutually exclusive:

Reload the page via pull-to-refresh.
Reload the page by going back and clicking the link again
Reload the page by going back and searching for the page again
Switch the internet on and off 
Switch the phone on and off 
Taps (or otherwise tries to interacts with the page) a few times
Leaves the browser and starts uses another app to check if the internet is working
Waits and tries again later
