SVG rendering issue when zoomed in

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36
Platform: 11021.56.0 (Official Build) stable-channel veyron_minnie

Steps to reproduce the problem:
1. Open the attached index.html file in chromebook running chromeOS70 
2. Zoom into 175% and plot two points by left clicking or touching on the grid. 

What is the expected behavior?
Dragging the points should not cause in issues. 

What went wrong?
After dragging the points around a bit various graphics errors can be seen

Did this work before? Yes chromeOS 69 and earlier versions
