chrome://history: clicking a link destroys past history

Issue description

Chrome Version: 70.0.3538.110 (Official Build) (64-bit)
OS: linux 

What steps will reproduce the problem?
(0) Navigate to a few places in the current tab
(1) Type chrome://history into omnibox
(2) Click "Tabs from other devices"
(3) Click a link from that list

What is the expected result?
Should create a new navigation entry in the current tab to the new URL

What happens instead?
It loads the URL I clicked on, but destroys the navigation history in the current tab such that I can't go back to chrome://history or anything before it. That history appears to be lost.

Able to reproduce the issue on chrome reported version# 70.0.3538.110 and on latest chrome# 72.0.3622.0 using Windows-10, Mac 10.12.6, Ubuntu 17.10 with steps mentioned in comment# 0. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression.

Adding the Sync component because tabs from other devices is powered by that.

That said, this might be working as intended.  We want tabs from other devices to keep their back/forward history.  I'm not sure how have the recent devices' tab come with their own history yet allow access to the existing chrome://history tab's history.  Maybe clicks on a link in the recent tabs view launch it in a new tab?
