Fix dlcservice permissions on ARM

We've been updating the permissions required by dlcservice as we test on an AMD64 board. Once we have something working we will need to fix the permissions on ARM as well.

dlcservice: Add permissions to ARM seccomp policy.

dlcservice needs access to some syscalls to run properly on ARM. Add
these to the seccomp policy.

BUG=chromium:908496
TEST=Install/uninstall DLC on an ARM device.
