diagnostics: Sync RPC wrappers for DPSL

Issue description

Add one sync RPC wrapper for supported RPC in the DPSL, so blocking RPC calls can be made (on top of our async API) easily in a multi-threaded application.

Returning back to this one, we should really evaluate again whether we still want to do this, given the priorities. We were talking about this thing back in November at the same when the rest of DPSL was written. Now almost 2 months passed since that.
First, as Bartosz said, this work may have become redundant since the third-party implementors had to write their code against asynchronous interfaces. Second, we haven't actually received any feature request about synchronous wrappers.

Haven't got any feature request about it. Obsolete.
