System menu is ginormous, on external screen from High DPI laptop

Chrome Version: 70.0.3538.110 
OS: Win10

What steps will reproduce the problem?
(1) High DPI laptop
(2) Plug in normal DPI monitor, use its screen only
(3) Press Alt+Space to show the system menu (or right click in the title bar outside the tabs)

What is the expected result?

The system menu is correctly sized for the monitor

What happens instead?

The system menu is sized for the high dpi monitor, so it is huge.

I feel like I filed this bug before but I don't see it, so maybe it has regressed again.
