Chrome intermittently doesn't install extensions forced by GPO

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36 Steps to reproduce the problem: 1. Set GPO to force Chrome into ephemeral mode 2. Set GPO to force the install of the extension 3. Open and close chrome until it happens What is the expected behavior? That the extension will install What went wrong? The extension didn't install, you then have to close and reopen chrome, possible a couple times to get the extension to install WebStore page: https://chrome.google.com/webstore/detail/okta-secure-web-authentic/glnpjglilkicbckjpbgcfkogebgllemb Did this work before? N/A Chrome version: 70.0.3538.102 Channel: n/a OS Version: 7 Flash Version: We have 600 PCs, is there a way i can enable logging via GPO to catch the information you need?
