Steps to reproduce the problem:
1. Set GPO to force Chrome into ephemeral mode
2. Set GPO to force the install of the extension
3. Open and close chrome until it happens

What is the expected behavior?
That the extension will install

What went wrong?
The extension didn't install, you then have to close and reopen chrome, possible a couple times to get the extension to install
