Regression: Left-Right, Up-Down button does not work when using tap-touch for mentioned site.

Issue description

Chrome Version: 72.0.3622.0 (Official Build) 74770d660797220710701b2c66ad38390ab86d43-refs/branch-heads/3622@{#1} (32/64-bit)

OS: Windows 10 (Touch Device).

Test URL: https://www.dubai360.com/scene/1313-burj-khalifa-pinnacle-45-gigapixels/en

Steps to reproduce:
1. Launch chrome, Navigate to the above URL.
2. Now, tap-touch on Left-Right and Up-Down buttons on above test site.
3. Observe.

Actual Result: Left-Right, Up-Down button does not work when using tap-touch. (It works properly with mouse)
Expected Result: Left-Right, Up-Down button should response to tap-touch.

This is Regression Issue broken in M-65, and below is the per-revision bisect info.
Good Build: 65.0.3301.0 (Revision:525886)
Bad Build: 65.0.3302.0 (Revision:526108)

You are probably looking for a change made after 526000 (known good), but no later than 526001 (first known bad).

Note:
1. Issue is Win 10 (Touch Device) specific and is not seen on Win(7,8,8.1,10), Mac(10.13.1,10.13.6,10.14.2) and Linux(14.04 LTS) OS.
2. Issue is also seen on Stable #70.0.3538.110 Beta #71.0.3578.62 and Dev #72.0.3610.2 build.
