OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.2) & Linux (14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome and navigate to chrome://settings/manageProfile/ page.
(2) Double click on the space outside the 'Person 1' Textbox ('Person 1' text will get selected).
(3) Right click on the selected text and select the 'Copy' option or press 'Ctrl+C' to copy the text.
(4) Now try to paste the selected text in any textfield.
(5) Observe.

Actual Result: Unable to 'Paste' the copied text when selected from outside the textbox.

Expected Result: Should be able to 'Paste' the copied text when selected from outside the textbox.

This is a Regression issue seen from 'M-72' and providing the bisect info below:
Good Build: 72.0.3609.0 (Revision: 607407)
Bad Build:  72.0.3610.0 (Revision: 607838)

You are probably looking for a change made after 607795 (known good), but no later than 607796 (first known bad).
