Regression:Patch is seen over bookmark bar on NTP when any theme is applied in chrome

Issue descriptionChrome Version : 72.0.3622.0 (Official Build) Revision 74770d660797220710701b2c66ad38390ab86d43-refs/branch-heads/3622@{#1} 32/64-bit OS : Windows 7,8,8.1,10 What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://settings > Appearance > Themes 2. Select any theme and click on 'Add to chrome' button. 3. Open a NTP and press F11 to enter full screen mode and observe. Actual Result : Patch is seen over bookmark bar on NTP when any theme is applied in chrome. Expected Result : Theme should be applied properly on bookmark bar. This is a regression issue, broken in M-70 and providing the bisect using chromium-bisect script: Good Build : 70.0.3516.0 (Revision : 581410) Bad Build : 70.0.3517.0 (Revision : 581729) CHANGE-LOG URL: You are probably looking for a change made after 581569 (known good), but no later than 581576 (first known bad). Note : 1. Issue cannot be reproduced on Linux(14.04 LTS) and Mac(10.13.1, 10.13.6, 10.14.2) OS. 2. Tried per revision bisect on Windows OS but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect" error, hence, providing chromium bisect. 3. On Win 7 and 8 OS , the above issue is reproduced only after clicking the 'Undo' button on the infobar after applying a theme.
