Regression : Unnecessary Dots is seen at Uber Tray when Zoomed out even when there is required space

Chrome Version: 72.0.3618.0/1297.0.0 dev-channel Kip,Reks and Diasy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now press "Ctrl+Shift+ '+'" to Zoom out the screen
(2)Now observe at Uber Tray -> Unnecessary Continuation  Dots is seen even there is required space
(Please refer Video and Screenshot)

Expected: Unnecessary Continuation Dots should not be seen even when there is required space
Actual: Instead Unnecessary Dots is seen even there is required space at Uber Tray

This is Regression Issue as same is working fine on 72.0.3612.0/1288.0.0 dev-channel Kip

Even assuming this repros as in the original video, removing blocker label since it seems like repro steps include 1) having keyboard indicator displayed (non-default) and playing with non-default zoom levels.
