Regression:Blue highlight is not seen for 'Google account' option and'Google account' option is disabled in 'Report an issue' overlay.

Chrome Version: 72.0.3622.0 (Official Build) Revision 74770d660797220710701b2c66ad38390ab86d43-refs/branch-heads/3622@{#1}(64-bit)
OS: Mac(10.13.1 , 10.13.6 , 10.14.2), Windows(7,8,10) & Linux(14.04 LTS) OS. 


Pre-condition:Sign in chrome with valid credentials.

What steps will reproduce the problem?
(1) Launch chrome, Click on three dots for wrench Menu.
(2) Click on 'Help' and select 'Report an issue' ( overlay will open) and then click on 'Privacy policies'(opened in window)
(2) From Upper top RHS Click on 'Google account' option and Observe.


Actual Result :Blue highlight is not seen for 'Google account' option and'Google account' option is disabled .
Expected Result: On clicking on 'Google account' option blue highlight should be seen and  'Google account' option should be enabled. 

This is a regression issue, broken in M-72 series, will soon inform the bisect info:
Good build:72.0.3603.0
Bad build: 72.0.3604.0

Should we now rollback opening the feedback app URLs in an app window, now that we disabled the feedback app in the sign in screen?
