ICU provides a series of mappers for translating codepages. Currently, it seems that only a few of those mappers get included, and then an icudtl.dat file is generated with them and saved in the repository.

It would be good if we could have a gn flag (or config), in which we could specify that a certain binary depends on icudlt.dat version that includes all mappers.

I would happily work with +jshin to get it included, if possible.
