Regression : Unnecessary focus is traversed from omnibox to extension page on continuously pressing 'Space bar' key.

Issue description

Version: 72.0.3622.0 (Official Build) Revision 74770d660797220710701b2c66ad38390ab86d43-refs/branch-heads/3622@{#1}(64-bit)
OS: Mac OS X(10.13.1,10.14.2,10.13.6)

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://extensions page
2. Right click on page and select cast from context menu and then right click on cast icon in omnibox and select 'Always show icon'.
3. Now press 'Tab' key to bring focus on cast icon in omnibox and continuously press 'Space bar' key immediately,observe focus 
 
Actual: Unnecessary focus is traversed from omnibox to extension page on continuously pressing 'Space bar' key without opening cast overlay
Expected: Focus should not traverse from omnibox to extension page on continuously pressing 'Space bar' key and should stay on 'Cast' icon

This is regression issue, broken in ‘M 68’ and below is the bisect info :
Good build: 68.0.3437.2 (Revision: 566679)
Bad build:  68.0.3438.0 (Revision: 567312)
 
You are probably looking for a change made after 566902 (known good), but no later than 566903 (first known bad).

Note : 

1. This issue is also reproducible on M-70 Stable (build # 70.0.3538.110) , M 71 Beta (build # 71.0.3578.62) and M-72 Dev (build # 72.0.3610.2)
2. This issue is not seen on Windows (7,8,8.1,10) and Linux (14.04 LTS) OS
