Regression : Unable to merge detached tab into existing window that has print preview opened.

Issue descriptionChrome Version : 72.0.3622.0 (Official Build) 74770d660797220710701b2c66ad38390ab86d43-refs/branch-heads/3622@{#1} 64 bit OS : Mac(10.13.6, 10.13.1, 10.14.2) What steps will reproduce the problem? 1. Launch chrome, open two NTPs and open print preview on first NTP. 2. Detach second NTP and make it a separate tab. 3. Now try to merge the detached NTP with existing NTP (with print preview window opened). 4. Observe. Actual Result : Unable to merge detached tab into existing window that has print preview opened. Expected Result : Chrome should allow user to merge a tab into window that has print preview opened. Bisecting with 'per-revision' script shows an error "We don't have enough builds to bisect", hence provided suspect through Chromium bisect. 3. Able to repro issue in Dev #72.0.3610.2 Thank you..!

Removing RBS and downgrading, but this shows that blocked tabstrip on Mac != modal transient on Aura. ellyjones@ should we just revert this change? Keep in mind that the status quo before this change had a lot of gross stuff happening from modal reparent issues.

No, don't revert for this. This is weird but the old behavior was weirder.
