"Error: 404" Cannot find builder, but then it works on retry

Navigating from https://ci.chromium.org/p/chromium/g/chromium.clang/console  to  https://ci.chromium.org/buildbot/chromium.clang/ToTAndroidCFI/

I get a 404 error:

But when I hit ctrl-r, it loads the page successfully. What's going on?

this part of the infra is flaky. Switching to LUCI will solve the problem permanently.

Assigning to hinoka to decide what to do here. Ryan, looks like the entry was stale for 24h? Does it mean we didn't see pubsub messages from that master for 24h?
