OS: Windows 10 (Touch Device).

Steps to reproduce:
1. Launch chrome, Navigate to chrome://settings/appearance
2. Toggle button for 'Show home button'.
3. Now, Enter some text in 'Enter custom web address' text box.
4. Tap-touch adjacent to the text box in empty area and Observe.

Actual Result: Entered text gets selected when tap-touched on area adjacent to the text box.
Expected Result: Entered text should not get selected when tap-touched outside the textbox..

This is Regression Issue broken in M-71, and below is the per-revision bisect info.
Good Build: 71.0.3549.0 (Revision:590120)
Bad Build: 71.0.3550.0 (Revision:590498)

You are probably looking for a change made after 590356 (known good), but no later than 590357 (first known bad).

Note:
1. Issue is Win 10 (Touch Device) specific and is not seen on Win(7,8,8.1,10), Mac(10.13.1,10.13.6,10.14.2) and Linux(14.04 LTS) OS.
2. Issue is also seen on Stable #70.0.3538.110 Beta #71.0.3578.62 and Dev #72.0.3610.2 build.
