Dragging images over address or bookmarks bar causes drag+drop to fail

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3620.0 Safari/537.36

Steps to reproduce the problem:
1. Goto https://www.google.com or any page with an image that can be dragged
2. Drag the 'Google' image over the address bar or bookmarks bar
3. During the same drag (i.e. without releasing the mouse) Try and drop the image anywhere in the Finder or any app that supports receiving file promises. Observe that the file is not created in the Finder as expected.

What is the expected behavior?
Drag/drop of images should always work, regardless of whether the mouse was moved over the address or bookmarks bar while the drag was in progress.

What went wrong?
Drag of an image fails if the image is first dragged over the address bar or bookmarks bar. It works normally if the image is dragged directly to the Finder, without moving the mouse over the address or bookmark bar first.

Did this work before? Yes 68.0.3440.84

Chrome version: 72.0.3620.0  Channel: canary
OS Version: OS X 10.13.6
Flash Version: 

If I run Chrome from the command line I see the message 'drop location is unavailable' when the image is dragged over the address bar or bookmarks bar. Dropping the image after this will fail. The drag must be started over again without moving the mouse over the address or bookmarks bar for it to succeed.

Shouldn't be related to issue 884717, though I can see the similarity. In this case it seems like we're mutating the drag data in some weird way.

Indeed I can reproduce this by dragging the image over EITHER the bookmark bar OR the Omnibox.

It's Mac specific though, as this doesn't reproduce on Linux.

Hi there,

Yes, this bug is kinda annoying.

I'm using DropZone on my mac and I can't drag and drop files because of this chrome bug.

I'm also writing to report this annoying new but of not being able to drag image files in Chrome via Dropzone. Hope it can be fixed soon!
