Close button click on PiP window doesn't pause video

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1) Go to youtube.com
(2) Watch a video, and request Picture-in-Picture
(3) Click on Next button in YouTube player while video is in Picture-in-Picture
(4) Next video plays in PiP window, click on the PiP window "Close" button. 
(5) Picture-in-Picture window closes.

What is the expected result?
Video should pause.

What happens instead?
Video continue playing.

I've looked at it and it seems like YouTube player listens to leavepictureinpicture event and resume playing video after pause is called by Chrome.

I think this is yet another good indicator that a "back to tab" button is needed.

Thanks for the info. +denizz@ FYI. I think we may want to raise this to YouTube as it's fairly unexpected.
