Timezone being read from system not user (RDS/Terminal Server)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:62.0) Gecko/20100101 Firefox/62.0 Steps to reproduce the problem: 1. Configure RDS server to have time zone "X" (Can be anything) 2. Connect via RDP from a system configured with time zone "Y" (Can be anything as long as it differs from "X") 3. Windows redirects the timezone correctly, other browsers read the redirected timezone correctly however Chrome will only report the time in time zone "X" regardless of what the user sees in their system tray. What is the expected behavior? Redirected timezone should be used. Worked prior to version ~67.x What went wrong? System timezone is used instead of redirected user timezone Did this work before? Yes version 68.x was last know working version. Chrome version: 70.0.3538.102 (Official Build) (64-bit) (cohort: Stable) Channel: stable OS Version: 2016 Flash Version: 24.0.0.189 internal-not-yet-present

As RDS setup is not available with inhouse team , adding TE-Hardware-Dependency label to investigate further. Thanks!
