Key for ` ’ in INTL keyboard need to tap key twice to submit character

Chrome os:
72.3618.0 , 11296.0.0 dev-channel kevin test 
Input tools version:
72.0.20181122.222570995

Steps:
1.Switch to US International keyboard (INTL)
2.Tap any key

Actual:
`key & ' key  need to tap twice can submit character 
refers to attached screenshot 

Note:
Also repro for shift +these keys

Status: WontFix (was: Untriaged)
This is working as intended. Backtick character is usually used for composition (grave accent) so it's a dead key.
