Possible to update libjpeg-turbo to a newer release

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?

What went wrong?
 libjpeg-turbo had stuck on 1.4.90 for years. Now upstream had released 2.0.1 and a lot of optimizations on different architectures had been included such as AVX2 for x86, MMI for MIPS, It will be a huge work to cherry-pick these changes.

So is it possible to update libjpeg-turbo to a newer release to enjoy these enhancements?
