<input type="number"> multi-clicks on up/down arrows

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Visit https://www.w3schools.com/html/tryit.asp?filename=tryhtml5_input_type_number
2. Click on up- or down-spinner 'fast' like selecting a word/line with mouse.
3. 3rd click+ looks like a click on the down-spinner, but nothing happens.

What is the expected behavior?
3rd click+ continues inc-/decreasing the value

What went wrong?
Browser selects the value inside the input field and doesn't change it anymore.

Did this work before? No 

Chrome version: 70.0.3538.102  Channel: stable

Tried testing the issue on chrome reported version# 70.0.3538.102 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to URL: https://www.w3schools.com/html/tryit.asp?filename=tryhtml5_input_type_number
2) Clicked on up-spinner quickly, value changes from 1-5 and value got selected

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue, provide your feedback on it which help in further triaging it. If possible provide screencast of the issue which help in better understanding.

Make sure, mousemove is false.

It randomly fully selects the number and increasing/decreasing breaks.

Tested this issue on Windows 10 on the latest Stable 70.0.3538.110 and the latest Canary 72.0.3625.0 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and navigated to JSfiddle provided in comment #5.
2. Clicked on the up/down spinner and could observe that the value is increasing and decreasing.
Attached is the screen cast for reference.

Request you to retry the issue by updating Chrome to the latest Stable 70.0.3538.11 and update the thread with the observations.

Thanks for the reply, i was about to submit a video that shows it directly. 

As you can see, it breaks directly and later again.

Retried the issue again on Windows 10 on the latest Stable 70.0.3538.110 and Canary 72.0.3626.0 and unable to reproduce the issue as per comment #6.
As this issue is not reproducible at TE end, adding component 'UI>Input' and label 'TE-NeedsTriageHelp' and requesting the team to look into the issue and help in further triaging.

Just wanted to add that me and some other users of an NW.js app are experiencing this issue often too. As you can read here: https://github.com/betaflight/betaflight-configurator/issues/762. I can reproduce this in an empty NW.js app, and also just my regular chrome browser (71.0.3578.80 (Official Build) (64-bit)).

I tried to do some research on this, before i figured out this bug report, and the issue seem to be much more visible if there's a timeout or interval running (often) while you're clicking the spinner buttons. See also my jsfiddle with a fast interval running. You need somewhere between 5 and about 30 fast clicks after each other to see the issue. https://jsfiddle.net/BenjaminWD/79tfnj4e/19/
