Drag not working on WebView

Issue description

THIS TEMPLATE IS FOR FILING BUGS ON THE ANDROID SYSTEM WEBVIEW. GENERAL WEB
BUGS SHOULD BE FILED USING A DIFFERENT TEMPLATE!

Device name: M960
Android version: 4.4.2
WebView version (from system settings -> Apps -> Android System WebView): Can't be found
Application: 
Application version: 

URLs (if applicable):
https://www.cssscript.com/demo/native-html5-drag-and-drop-sortable-js/


Steps to reproduce:
(1)Create a simple webview.
(2)Load the given URL to the webview.
(3)Drag the "draggable" elements

Expected result:
Be able to drag the draggable elements

Actual result:
Draggable elements doesn't move

Tested the issue on android and below are the observations

Steps to reproduce:
--------------------------
1. Launched chrome and navigated to https://www.cssscript.com/demo/native-html5-drag-and-drop-sortable-js/
2. Now clicked on items (A,B,C,D) and tried dragging it, nothing happens on dragging

Chrome version/webview version:
70.0.3538.80

OS:
Android 9.0 

Android device:
Pixel XL

4.4.2 has no updateable WebView, drag and drop was implemented later, so it doesn't work on 4.4.2.
yes @chelamcherla, that's the issue I found. I also tried it on a Lollipop device and it works fine.
