theme_toolbar displayed incorrectly when hovering over inactive tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.110 Safari/537.36

Steps to reproduce the problem:
1. Install Linked theme.
2. Click on any link on any webpage.
3. Hover over opened tab.

What is the expected behavior?
theme_toolbar in inactive tab should look like theme_toolbar in active tab.

What went wrong?
theme_toolbar displayed incorrectly (see attached screenshots).

Chrome version: 72.0.3619.0  Channel: canary
OS Version: 10.0
Flash Version: 

The bug does not always happen. Most of the time everything is normal. Please try opening different links several times, hovering over opened tab as fast as possible.

Thanks for filking the issue!

Unable to reproduce the issue on reported chrome version 72.0.3619.0 using Windows 10 with the below mentioned steps.
1. Launched Chrome
2. Installed the theme mentioned in comment#0
3. Opened multiple tabs and searched random content.
4. Switched between the tabs as fast as possible.
We didn't observe any inactive tab showing incorrect colours when hovered upon them as shown in 1.png

@Reporter: Could you please let us know if this is happening with any specific web page(s) and will it matter to have any specific number of tabs in order to reproduce this. Any further inputs from your end may be helpful to triage this further in a better way.
You need to hover over tab not switching to it. Problem doesn't occur in tabs you've already switched to once. Open one tab with google search results, open a link, then hover over tab while it's still loading. If problem didn't occured close the tab and please try again with different link. The problem happens with all websites, number of tabs doesn't seem to matter.

Re C#3: Tried even checking the issue by hovering over the tabs in comment#2. From C#3 tried hovering on the tabs which weren't opened (...by cmd + click on link) earlier. The issue is only getting reproduced while we are hovering on a tab when it's being loading.
This seems to be very inconsistent (i.e., we are hardly able to see this behaviour, once in ten trials) Hence removing Needs-Bisect label and marking it as Untriaged. Requesting someone from "UI>Browser>Themes" team to have a look into the issue for further inputs.
